Raafat Hindy was appointed
Vice ICT Minister for Infrastructure in 2019. In 2024, he assumed the position of Vice ICT Minister for Technological Infrastructure and Digital Transformation following renewed confidence. Earlier, in mid-July 2018, he was appointed Permanent Acting Undersecretary at MCIT.
Hindy brings more than 38 years of experience spanning the public and private sectors, during which he held executive and leadership roles delivering strategic and technical solutions for major national and international telecommunications and infrastructure projects.
In 2006, he established the
Telecommunications and Infrastructure Sector at MCIT, which subsequently implemented more than 100 projects. He contributed to the design and execution of several ministerial initiatives and played a pivotal role in shaping the Ministry's strategic direction for the national five-year telecommunications plans for 2005–2010, 2012–2017, and 2019–2024.
Over the course of his tenure, Hindy oversaw a wide range of national projects, including MCIT's contributions to the
Decent Life initiative, including the rollout of fiber-to-the-home (FTTH), the expansion of mobile network coverage, and the modernization of post offices in rural villages beginning with the first phase. He also contributed to formulating the digital transformation strategy and establishing the Digital Egypt Platform for the provision of public services.
He played a significant role in establishing the
Egyptian Universities Network, developing the emergency services system, and automating technical operations at the
National Elections Authority to meet constitutional requirements, starting with the 2014 presidential elections. His contributions further included launching the Egyptian e-Visa system; building the information infrastructure for national digital databases; introducing the first electronic exams system in the higher education sector; establishing a health information system in university hospitals; and preparing the telecommunications infrastructure in the New Capital.
Hindy also supervised several ICT infrastructure projects, including in Smart Village on Cairo–Alexandria Desert Road, Technology Parks in Maadi, Borg El Arab, Assiut, Beni Suef, and Sadat; Creativa Innovation Hubs in 27 governorates, and Knowledge City in the New Capital.
In addition, he contributed to a number of initiatives, including PC for Every Home, a program granting computers to top-performing primary school students, Digital Sustainability Centers, the Egyptian education development initiative, fixed broadband connectivity for schools, and Digital Egypt initiatives focused on service delivery, innovation support, capacity building, and skills development, alongside Decent Life.
Throughout the implementation of this extensive portfolio, Hindy cultivated effective partnerships with government entities, international organizations, and multinational corporations, facilitating the timely delivery of complex projects.
He has demonstrated a strong record in building and leading high-performance teams, with particular emphasis on advancing innovation capabilities. In collaboration with the teams under his supervision, Hindy introduced a model of technical and strategic development subsequently adopted across numerous government entities. This approach was reflected in MCIT's sustained growth over the past 13 years, positioning it among the fastest-growing state sectors. Internationally, this trajectory has been mirrored in increased foreign direct investment, access to new markets, and Egypt's advancement in global telecommunications indices.
In recognition of his extensive expertise in the ICT sector, Hindy was selected as Vice Chair of the Board of Trustees of
Egypt University of Informatics (EUI), and as a member of the boards of the National Telecom Regulatory Authority (NTRA), the Egyptian E-Learning University, Maadi Technology Park, the Arab Organization for Industrialization's Electronics Factory, Digital Egypt Company, and Smart Villages Company.
He represented MCIT at national, regional, and international forums and has received numerous national and international certificates of appreciation in recognition of his contributions to the sector.
