The Minister of Communications and Information Technology Amr Talaat has issued a decree to
appoint Hala El Gohary as the Deputy Minister for Human and Institutional Capacity Development for a year, and the
Acting CEO of the Information Technology Industry Development Agency (ITIDA).
El Gohary obtained a Bachelor of Science degree in electronics and communication
engineering, with a very good grade with honors from Cairo University in 1994, in addition to a Master of Business
Administration (MBA) degree from the University of Warwick, UK, in 2015.
Before her appointment, El Gohary was the Director of Client Innovation Center (CIC) at IBM
Middle East and Africa, leading a delivery customer service center of over 1500 specialists in four countries
including Egypt, Morocco, Pakistan, and South Africa, to serve IBM customers in digital strategies fields,
worldwide.
She led the foundation of delivering services to IBM clients worldwide in digital
strategies, specialized development, testing and embedded systems services. She also led the integration of any
acquired company with 400 employees successfully within IBM.
El Gohary has vast experience in program management, decision-making, leadership, financial
control, crisis management and customer relationship management. This is in addition to her skills in institutional
changes management, and executive management of major projects.
