E-Signature model in Egypt:
In April
2004, Egypt passed the
Law Regulating Electronic Signatures (or the “E-Signature Law”).
The E-Signature Law supports E-commerce in Egypt by
enabling Egyptians to use the Internet and to enter into
contracts securely by making the Internet a legally viable
medium for online sales, without the need to sign the document
physically.
Another important duty that Law 15/2004 emphasizes
is the establishment of an ICT Industry Ombudsman within the
ITIDA framework. This unit is set up to deal with complaints
related to E-signature services and act as mediator between
disputing parties. “Disputes resolution by traditional legal
means is often too time consuming to serve the needs of the
modern IT industry”. ITIDA will offer technical
counseling to disputing parties, dealing with complaints related
to the use of e-signatures and electronic transactions. An
expert committee will be formed to review international
arbitration models and other disputes resolution mechanisms and
the committee's recommendations are expected to lead to an IT
industry disputes resolution mechanism.

The mission
of ITIDA as a regulator for electronic signature is related to
the national Root CA establishment and the issuance the licenses
for the private CA but the Government CA will be under
supervision of the ministry of finance.
